I can tell you as a resident who uses the road regularly I don't think the tolls will ever end if though they promised they would end it would the money was there to pay off the bonds. And there is the problem with ever agreeing to taxes - THEY WILL NEVER GO AWAY!
Hence is the problem with all of Obama's special programs, THEY WILL NEVER END! And you the taxpayer will pay ever increasing tax rates. You might not always notice them, an increased cigarette tax, an increased liquor tax, more sales tax, more payroll tax, more property tax, but eventually you will pay more.
Its like the people who in 2005-2007 took out low interest loans with low rates the first year, what happened when the rates went up? Your seeing it now with the millions of forclosures. Some day, China might call our bonds due, remember that.
